I have a dinette behind the passenger seat; is the seat supposed to  turn to face  the drivers seat or towards the back of the unit.  When I try to move it, it starts to swing around but the arm rest either hits the back of the dinette seat; or e the base hits the engine cover. Moved the seat back and forth and adjusted the back but no luck. Though I better ask before I end up breaking something.

On the winnies up through about 77, I believe the door is close enough to the front of the RV that the passenger seat cant serve any dinette. It just would be facing the entry door. If yours is longer that 24 ft and newer than 77, it might have some such arrangement.
My passenger seat is the double width and wasnt made to turn sideways or around. I made a wooden base to suppor the seat, modified the support, and can now turn it sideways when we are parked. We have been parked here for about 6 weeks.
I am sitting in the seat now, the computer on my lap, enjoying the warm breeze coming through the entry door.

On my 1974 Winnebago Expo the passenger bench seat actually flips over to serve the dinette. Or it did before I gutted the coach. The passenger seat became the back of the dinette seat and the back of the passenger seat became the seat of the dinette.

My double passenger (1972) seat does indeed flip around, but all that's there is the door

It doesn't sound like your Winnie is the same, but maybe? The proceedure is pretty simple:

1. slide seat rail all the way forward. (towards the front, there should be a lever accessible from front or back

2. flip up pedastal lever (from rear) or push pedestal lever from front

3. you may have to disconnect the seat belts and set on the floor underneath

4. swing around counterclockwise. (the pedestal should lock in rearward facing direction too)

(these instructions work with the armrests still attached, but it's a really close fit on the narrower '72 winnie, so I leave them both off unless traveling a long distance.

Makes a great visitor's chair, towel catcher, place to put your shoes on or take them off. In mine, I can use the top of the dinette for a comfy footrest, but my wife will smack me if my shoes are on

The pedestal is offset, just enough to allow the double chair to swing around and still be sturdy enough not to need any extra support.

The only reason I can think of that it wouldhit the engine cover is if it was lowered, or the height ring retainer is missing.

sorry, its a little out of focus!

Thanks for the info. Since we had a couple of warm days I checked this problem out a little more and I'm pretty sure that seat doesn't swing around. the base gets in the way of the engine cover; so this is just another little problem I'll  have to live with.  We had to take out the table so that the bird cage has a place.  We travel with "MaiTai" a blue and gold macaw; and of course her comforts come first!

You should have a ring on the seat post tube. The ring is adjustable for height (set screw), then it will clear the doghouse.

It's pretty close to the Doghouse, but it clears it and locks in both forward and rearward facing positions.
