What's the steel coolant line from the water pump to intake for?

To start with I'm a GM man . I'm installing a new intake and carb this weekend on a 76 winne brave with a 318  what is the steel line that runs from the top of the water pump to the intake ? My new intake has no port can I just plug the port in the water pump? What was this line for?

That line allowed hot water to flow into the manifold, to heat the area under the carb, when starting out on those chilly winter mornings. I would expect you could plug it at the water pump.
