Bedroom Windows issue

I have the type of windows that have a wheel in the middle and the mechanism rusted, I've used lubricants like grease and spray and it helps but the screw in the middle of the wheel doesn't stay tight, I can open but can't close the windows and I'm concerned when it gets colder it's going to be an issue, I'm attaching a picture if it helps.

Not really sure exactly what you mean by 'wheel in the middle' but assume you are describing an awning window - projects out as opposed to sliding. If so, the gear on the window actuator is metal, with metal splines. The knob you use is plastic - likely black, with plastic splines. Very common problem with these is that the corresponding splines on the plastic knob wear while the metal splines on the window actuator do not. Ergo, they do not mesh, rather the knob slips when encountering the actuator. The screw in the middle will make no difference if tight or loose.
If the above is your situation, try a local glass shop the deals largely with residential issues and request a METAL crank handle with the same diameter as your 'wheel'. Take the wheel with you for comparison.

Further, should the above work for your situation, you will find that the new cranks extend through your OEM blinds. For my use I pull the blind away from the crank handle.
No big deal, and only for the bedroom and over sink windows.

Well I guess it is an awning window, despite the fact there is no awning for this window,yes that's correct it opens outward  so if I understand the splines are in the the so-called wheel? All I need is is a window hand crank? Do I have to drill a whole in it to screw it to the splines? So the metal parts of the window being rusted isn't a factor just the opening and closing part? No blinds on this one it's more of an accordion like probably won't be able to have the shade down all the way but so long as the window closes who cares.
