Dodge M300 Wheel Seal Question

Anybody know if it matters if the rear wheel seal exterior surface needs to be flush with rear wheel hub edge or should the seal be pushed in so that it is  firmly seated on the machined inset seat, which would leave the seal about 1/8 to 1/4 inch recessed from the hub edge? The old seals were were flush with the wheel hub edge but were leaking on one side.   Thanks, Steve
