Title: Can I replace my immovable steering column with an adjustible one?

One year later model and you'd have had an adjustible steering wheel column.  You might easily be able to find one if you have a junkyard with a late '73 manufacture date or '74, or '75, or a lot of other Dodge chassis RV of those years.

Smaller wheels from the big chrysler cars of that year will work.

A smaller, custom steering wheel will also work.  Use the Message Search, keywords "steering wheel".  The first one you read provides a good picture of a really nice wheel and the sources and part number for the adapter.
