How do you add arrows and text to photos?

How do you add the comment and arrow to photos  ? Hm?

Just about any photo editing program should be able to do this. 

Some of these programs can be quite complex as they are powerful programs designed to do extensive modifications to photos.

But, there are ones which are much simpler and easier to use too.

I use Infranview  http://www.tucows.com/preview/194967 because, well, I just suck at editing photos.  It's free and very easy to use.

Obviously, with so many photo editing programs out there, it would be impossible to give the specific instructions on how use each feature of each one, so you may want to try a couple and find the one that you like best and, as Jack stated, use the program's help option to learn how to what it is you want to do with the photos.
